We would like to offer our sincere apologies for all the trouble and distress caused by the fire that broke out in our Chiba oil refinery around 5:37 a.m. on April 16, 2006.
The circumstances as of May 19 are as follows.
| Accident Investigation Committee |
The second meeting of the Chiba Oil Refinery Accident Investigation Committee for the Vacuum Gas Oil Desulfurization Unit and the Hydrogen Production Unit No. 1 was held on May 17 (Wednesday). The Committee together with third-party academic experts and officers from relevant authorities discussed related particulars, such as pinpointing where and how the fire ignited, and planned measures to prevent the reoccurrence of such an accident. |

| Situation of facilities | At the area of the facilities where the fire broke out, i.e., the vacuum gas oil desulfurization unit and the hydrogen manufacturing unit No.1, the work for recovery has begun, starting with the removal of piping. Maintenance planned at the time of the fire, such as the internal cleaning and the replacement of catalytic agents, has commenced for the facilities that were shut down, namely the atmospheric distillation unit No.2, vacuum distillation unit No. 2, and hydrogenerated desulfurization unit No.4. |
| The time of the fire | We announced that the fire occurred at about 5:40 a.m. in our accident reports so far. However, detailed analysis of the operation records has identified that the fire occurred at about 5:37 a.m. |
* We will continuously and fully cooperate with the relevant authorities and make our utmost efforts to identify the cause of the fire and to take measures against future reoccurrence.
